Presentation of the course: | The regulations of machines, both the one that affects the machine of the new machine and that which affects the user, is changing constantly, which can easily go unnoticed. Although the two legal norms, the directive 2006/42 / CE for the manufacturer of the machine and the directive 2009/104 / CE (transposed by the royal decree 1215/1997) for the user, are relatively stable, the harmonized norms They support them vary in an almost frantic way. It is known that the essential requirements of Directive 2006/42 / EC and the minimum provisions of RD 1215/1997 are deliberately ambiguous, which is why it is essential to interpret them by means of harmonized technical standards. The most recent changes come from four sources: • The entry into force of the machinery directive, 2006/42 / EC; • The cancellation of the norm EN 954-1 and its definitive replacement by the norm EN ISO 13849; • The publication of the EN ISO 14119: 2013 Standard on the enclaves associated to shelters; • The publication, in November 2011, of the latest version of the Application Guide of RD 1215/1997. The 2006/42 / EC directive includes two very significant changes: it explicitly accepts the use of software in security functions and incorporates the definitions of manufacturer and machine group, which are now a manufacturer, which is undoubtedly the a user who makes significant changes to a machine or joint machines to automate the productive process and make several machines make loose, move them to coordinate, as a single machine, forming a "set of machines." This inevitable assumption of the role of manufacturer, with the inherent obligations of CE marking, technical file, etc., is due to the fact that, according to the directive, this set of machines is a new machine, different from each one of the individual machines and, as It is not often that the user of the machine has a "manufacturer" in the classical sense of the term, which accepts its responsibility by delivering the corresponding EC declaration of conformity of the machine "machine set", applies the Manufacturer definition: "In the absence of a manufacturer in the indicated sense, any natural or legal person who commercializes or operates a machine or a machine covered by this Directive will be considered as a manufacturer". |

Teaching staff: | ALFONS DE VICTORIA POU , born in Palma de Mallorca, Industrial Engineer from the Technical School of Industrial Engineers of Barcelona. He worked 6 months in Sao Paulo, one year in Caracas and 3 years in the United States, always in matters of production. After many years of experience in private companies, he was Chief of Product Safety at the Department of Industry of the Generalitat de Catalunya, where he had the responsibility, among others, of the vigilance that the products subject to directives of the new approach (machines, pressure equipment, equipment to work in explosive atmospheres, electrical equipment ...) were in accordance with the applicable regulations. He is currently Sole Administrator of MAST Machinery & ATEX Safety and Training, SL |
Targets: | At the end of the course, the assistant, whether it is a manufacturer or a user of machinery, should be able to understand how the regulatory modifications affect their specific case, and know how to focus their actions in order to, always within Legality, do it in the most rational, efficient and economic way possible. The seminar does not aim, for lack of time, to go deep into how to make the technical file of the "set of machines" or deepen the knowledge of the norms EN ISO 13849 and EN ISO 14119. |
