Modality: On line streaming. It allows the live broadcast of the course through the virtual classroom with the CISCO WEBEX platform. It can be done from the place you want, with computer, mobile or tablet, and allows you to follow the course live with the teacher, participate in solving the exercises, ask questions on site, listen to the queries of other attendees and follow the teacher's notes on the board. Once the training has ended, attendees will be able to consult the recordings of the course in their private area, if these have been previously authorized by the course teacher or management entity.

?Objectives:

Behind the development of commercial work in the field of projects, works, maintenance, services and products, there is the preparation of the offer, a document also known as a budget, in order to be delivered to our customers. This is where this figure comes into play within the company: the Bidding Engineer.

Our offer is our image, it is our value and it is our price. So how do our customers really see our offering? First of all, it will be necessary to distinguish whether our client is a private client or a client in the public sphere or in the administration. Do private customers just want price? If so, how do we stand out from the competition when bidding at similar prices? What are our private customers as a target market? Can we find alternatives to private clients? Indeed, in this sense, it is necessary to think that one of the main clients of works of Projects, Works and Maintenances, and also in services or products, are the group of the public administrations. In recent years, regardless of the current crisis, the administration has been one of the potential customers to turn to as an alternative to the private sector. In recent years, the increase in technical equipment in the social sector and in the infrastructure sector has been enormous, to the point of placing our country at levels comparable to those of any other advanced country. It is now up to them, in addition to new projects, to carry out new improvement projects, refurbishment works and conservation work to maintain all this heritage, which is ours, and to achieve the objectives of useful and safe technical life that has been assigned to them. Therefore, although the number of new construction projects has decreased, the administration is bidding and bidding for projects related to these reforms and maintenance.

On the other hand, our natural alternative in the field of the sale of services or products beyond the private internal market must be export, but it is necessary to reflect that a very interesting alternative is the sale to the own public administration. However, in this sense, it is worth mentioning that in order to access the administration's contracts, the model is the Public Tender. That is why this course will teach you how to prepare public tender offers compared to what private tenders are.

Then, the aim of the course is to offer attendees a general perspective and a specific detail of application of the environment of public competitions that allows them to present themselves with sufficient knowledge from the administrative, technical and economic points of view.

The practice is regulated by Law 9/2007, of 8 November, on Public Sector Contracts, which transposes the Directives of the European Parliament and of the Council 2014/23 / EU and 2014/24 into the Spanish legal system. / EU of 26 February 2014.

On the other hand, it should be added that as a mandatory step to apply for the public tender, both works and services, it is necessary to have the Classification as a Contractor of the State (or the relevant Autonomy) of the levels and specialties required by the Contract to which we wish to tender. From this point, it will be necessary to prepare the offers for the public sphere, according to the Terms and Conditions and taking into account the administrative, technical and economic requirements. For this reason, the award procedures and criteria that apply the corresponding Contracting Tables will be discussed more commonly. The course also explains how to manage and promote Temporary Business Unions (UTEs) and know the classification resulting from them.

The course focuses on practical bases from experiences in the specific field of public and private competitions, in a way open to dialogue and dealing with combining theory and practice.
