ORGANIZES: AETIGT
The AETIGT organizes, with the collaboration of the CETIT, this presentation day on Law 3/2010, of February 18, on fire prevention and safety in establishments, activities, infrastructure and buildings.
With the Law 3/2010, the public actions of prevention and security are regulated and regulated in case of fire in the establishments, activities, infrastructures and buildings in general.
The Law first determines the jurisdictional distribution related to fire prevention and safety: the municipal competences and the powers of the Generalitat of Catalonia.
Secondly, the Law determines the norms that regulate the security conditions in case of fire, establishing as regulatory instruments the technical regulations and the complementary technical instructions, and defining the technical guides as non-obligatory documents that seek to establish criteria interpretations, clarifications and criteria for the application of the norms that are obligatory.
Thirdly, the Law determines the administrative intervention regime; In this regard, a prior intervention is established at the beginning of the activities or the start-up of establishments, infrastructures and buildings considered in this Law, consisting of a preventive control by issuing fire prevention reports with respect to the corresponding technical projects and in a verifying act, in general, by a collaborating entity of the administration in order to verify that each and every one of the prescriptions and determinations that are demandable are met. The subsequent intervention is structured through the Generalitat's inspection function, establishing the specific sanctioning regime.
Finally, the Law regulates the action of the administration through collaborating entities and articulates, in addition to what is established by regulation, its authorization and the requirements that must comply, the supervision, control inspection of the Its actions by the administration and the sanctioning regime that will be applicable to them.
