The Department of Climate Action, Food and Rural Agenda, through the Catalan Energy Institute (ICAEN), has presented a call for grants to promote sustainable mobility, endowed with 65 million euros. These grants will be used to subsidize the acquisition of electric vehicles and the installation of recharging points for electric vehicles.
The MOVES III aid program multiplies by 4 the budget of the previous edition with the aim, among others, to increase between 8% and 10% the registrations of electric vehicles. Individuals, the self-employed, communities of owners or administrations without economic activity who have purchased a vehicle included in the program or who have installed a recharging point since 10 April can apply for aid. For legal entities and other administrations, the validity of the aid begins the day after its publication in the DOGC. From the award of the grant there will be a maximum period of 12 months to execute and justify the action. The validity of the call will end on December 31, 2023.
Acquisition of electric vehicles or fuel cells
The item for aid for the acquisition of alternative energy vehicles (electric or fuel cell) will amount to 30.7 million euros. This line aims to encourage the entry into circulation of new vehicles powered by cleaner and more efficient technologies and the removal of older, more polluting vehicles.
For individuals and the self-employed, the aid will range from 1,100 euros (in the case of motorcycles) to 9,000 euros (in the case of vans with scrapping of another vehicle). The aid for the purchase of a car with more than 90 kilometers of autonomy is 4,500 euros, and amounts to 7,000 if you also prove the scrapping of the old vehicle.
The call covers the acquisition, via purchase or 'leasing', of new vehicles and registered for the first time in Spain. The maximum price for cars is 45,000 euros; for vehicles with 8 or 9 seats, 53,000 euros; and for motorcycles, 10,000 euros. A cap of 30 vehicles per dealer or point of sale is also set. The amount of aid will increase by 10% as long as the cars are intended for people with reduced mobility and have to be adapted, or used as a taxi or VTC; when the vans are intended for self-employed professionals with disabilities or reduced mobility and have to adapt it, or inhabitants of villages of less than 5,000 inhabitants.
Installation of recharging points
The item intended to subsidize the installation of recharging points will be 30.7 million euros. The aim of this line is to promote the development of a charging network for electric vehicles that contributes to the implementation of the electric vehicle in Catalonia. Therefore, they will be able to access public and private recharging points located in residential areas, parking areas, public roads or road network, and the aid will cover from 30% to 80% of the eligible expenditure depending on the beneficiary, with a maximum of 800,000 euros per file and 5,000 euros for individuals.
The aid will cover from the cost of the recharging point to the work and equipment associated with its installation, such as civil works or management, control and security systems, among others.
The cost of those equipment to generate or store energy from renewable sources will also be covered if they are dedicated exclusively to the recharging point. For individuals, the aid will amount to 70% of the eligible cost (80% in the case of municipalities with less than 5,000 inhabitants).
To complete the budget, € 2.5 million will be used to directly implement actions for the acquisition of electric vehicles and the installation of recharging infrastructure in the buildings and facilities of the Generalitat de Catalunya.
The resources of these lines of aid come from the European Next Generation program, created at the request of the European Union and which has, among its objectives, to promote economic recovery by switching to an energy model based on energy efficiency and renewable energies. In Catalonia, these resources are managed by the ICAEN.
