The Generalitat has approved this Decree in order to offer legal security to the current operators until the new regulations do not enter into force.
As you know, on July 23, 2006, the validity of the administrative concessions for the provision of the technical inspection service of vehicles in Catalonia is completed. The Government of the Generalitat approved at the end of August the Decree that regulates this final period, at the proposal of the Department of Work and Industry, in order to offer legal security to current operators until the entry into force of the new regulations. As of this date, the ITV service will be provided in accordance with the regulations of the Generalitat that will complement the basic state and current regulations.
Royal Decree 833/2003 of June 27 regulates the requirements that must be met by ITV stations. This Royal Decree stipulates that one year before the end of the period of validity, holders of the concessions will have to inform the autonomous community (in our case in the Department of Labor and Industry of the Generalitat), their intention to continue rendering the service under the authorization regime of said Decree.
For its part, the Decree approved by the Generalitat says that once the validity of the current concessions has been completed, and until the following authorizations have not been granted, the current concessionaires may continue to provide services, in a way exceptional, with a period of one year.
