The Government has presented the Plan for Facilitation of Economic Activity 2025-2028, a strategy aimed at transforming administrative procedures into agile, digital services focused on the needs of companies. This renewal of the Single Business Window (FUE) project has as its main objective to reduce bureaucracy, simplify the most complex procedures and boost economic activity. It is estimated that the plan will generate a cumulative economic impact of 1,718 million euros in the next four years, with annual savings of 429.7 million euros for 106,240 companies that benefit.
Less bureaucracy, simpler procedures and economic savings for companies.
Among the main novelties of the Facilitation Plan is the simplification of the most complex administrative procedures, which often involve long procedures for activities with environmental, urban or health impact. Thanks to the implementation of the BIM (Building Information Modeling) methodology, technical projects will become standard data models, which will facilitate a more efficient review by the administrations and reduce processing times by 30%, from three to two years.
This measure will allow companies to start operating earlier, with an estimated positive economic impact of 291.9 million euros per year. Likewise, the standardization of documentation and the integration of processes in the FUE will contribute to an additional saving of 29.4 million euros per year in administrative burdens for an average of 22,030 companies.
The Plan aims to reduce bureaucracy and extend proactive and personalized digital services to all sectors of activity. Through the integration of the information systems of the Generalitat and the city councils, it will allow data to be provided only once, avoiding duplication and facilitating unified processing.
The automation of these procedures will free up time and resources for professionals and companies, allowing them to focus on activities with greater added value. This digitalization, completed with the use of predictive models and proactive services, will lead to annual savings of 108.4 million euros and will benefit more than 853,000 business actions.
In addition, the Plan introduces substantial changes to ease the recurring bureaucratic burden on companies, especially in sectors such as industry and agriculture.
The Government's commitment to simplifying bureaucratic procedures
This initiative, aligned with the guidelines of the Government Plan, is committed to the digitalization of administrative processes and the simplification of bureaucratic procedures. It joins other measures promoted to streamline economic activity, such as the update of the priority treatment of strategic business projects, recently presented by the Department of Business and Employment. With the Government agreement of October 8, 2024, an ambitious process of transformation of the Administration of the Generalitat was initiated, with the aim of modernizing public services and optimizing procedures for citizens and companies.
The FUE Plan 2025-2028 redefines the relationship between companies and the administration and positions Catalonia as a reference model in innovation and administrative simplification. With this project, the Government reinforces its commitment to promoting economic activity and reduces the bureaucratic barriers that have limited business growth. Thus, Catalonia consolidates its leadership in competitiveness and in the creation of a more favorable environment for investments and the business fabric.
