On Friday, September 27th, the Royal Decree of the Regulation of Security of Refrigeration Facilities was approved by the Council of Ministries, as well as its 21 complementary technical instructions:
The Council of Ministers has approved a Royal Decree with the Regulation of Security of Refrigeration Facilities, as well as its 21 complementary technical instructions. The regulation establishes the conditions that the refrigeration facilities must fulfill in order to guarantee the safety of people and goods, as well as the protection of the environment. In this way, the existing regulations are adapted to the technological advances, incorporating the evolution of the technique and the experience that has accumulated in the last years.
As a novelty, a new classification, the A2L, for coolants with low potential for atmospheric warming and slight flammability is created, for which administrative requirements such as project, work direction and civil liability insurance can be eliminated of the owner and allowing these low power facilities to be carried out by installing companies not as specific as previously.
With this new regulation, the Ministry of Industry estimates that citizens will save around 800 million a year, due to the large number of air conditioning and low-toxicity and low flammability refrigeration that are carried out annually .
The safety regulations contain general provisions regarding its purpose, scope, definition of refrigerants and secondary fluids, classification of cooling and safety classification according to its location and its risk. Also, the regulation dedicates a chapter to professionals and refrigerating companies, and another to the titles and requirements of the refrigeration facilities.
Given the technical complexity of the Regulation and its complementary technical instructions, and to solve the questions that arise during its application, the Ministry of Industry to develop and maintain updated a technical guide of non-binding character for the practical application of 'this regulation.
