The Cabinet has approved, at its meeting on December 20, the Royal Decree on Modification of the Technical Building Code, which will serve to improve the energy efficiency of buildings and which includes, among other issues, , the new "Basic Document of Energy Saving" and the new section of the "Basic Health Document" dedicated to the protection of buildings from exposure to radon gas.

The modification is to adapt the Code to new requirements that will improve the performance of buildings, both in terms of energy efficiency, as well as the health, comfort and safety of users. The Royal Decree has been approved after being subjected to an intense process of hearing and public information, with a significant participation of the affected sectors.
With regard to the new "Basic Energy Saving Document (DBHE)", this document aligns with the recent national and European legislative initiatives aimed at saving energy in the various sectors and promoting energies from renewable sources.
New buildings made after the entry into force of the new regulation will have high energy efficiency, which, in addition to the greater contribution of energy from renewable sources, will reduce the consumption of primary non-renewable energy , compared to the current ones, about 40% on average.

With the new DB-HE the quality of the thermal envelopes of buildings will be improved and the use of the most efficient and sustainable technologies for their conditioning will be encouraged, which will allow them to achieve adequate comfort conditions with the least energy expenditure.
The Document reviews and updates the regulatory energy efficiency requirements of buildings in accordance with the provisions of Directive 2010/31 / EU, which establishes the obligation to carry out this review periodically. Reviewing the demands on energy conservation and the incorporation of energy from renewable sources in the building sector is also essential for the progressive move towards a competitive low carbon economy by 2050, objective with which Spain has committed itself through international agreements at the last Climate Summits.

The new section of the "Basic Health Document", section HS6 "Protection against radon exposure" is a partial transposition of Council Directive 2013/59 / EURATOM of December 5, 2013, basic safety regulations are established for the protection against hazards arising from exposure to ionizing radiation. This new section of the Code sets the national benchmark for radon concentrations in enclosed premises and sets out regulatory measures to limit radon penetration in buildings based on the municipality in which they are located. All this limits the exposure of people to radon gas, thus reducing the risks associated with it, as prolonged exposure to high concentrations of radon is a risk factor for lung cancer.
The Royal Decree approved also includes changes in the "Basic Document of Security in the event of fire", in which a modification has been made in the section "External propagation" to adapt the regulatory requirements to the transformation that is being carried out. experimenting in the composition of the exterior enclosures of buildings in recent times, both due to the technological innovation of the sector, as well as to the increasing demands of regulations on energy efficiency.

Finally, the Royal Decree approved updates the technical standards mentioned in the different Basic Documents that make up the Technical Building Code.
