LIDER-CALENER Unified Tool (HULC)

New version of the Unified tool for verification of the DB-HE 2019 ( 2.0.2039.1160 of 24 June 2020 )

This version of the Unified Tool LEADER / CALENER (HULC) facilitates the verification of the CTE DB-HE 2019 and issues a report for the Energy Certification of buildings.

For the verification of the DB-HE 2019 you can write a document in any other format as long as it collects the verification of all the necessary data and is signed by the responsible technician. The Unified tool does not have to be used either to carry out the necessary calculations to verify the verification, other computer tools can be used that follow the calculation procedure collected in the DB-HE 2019 and in the recognized document Technical conditions of the procedures for evaluating the energy efficiency of buildings

However, in the field of application of the energy certification of the procedures for the qualification of energy efficiency of a building must be recognized documents and be registered in the General Register The sections of the DB-HE 2019 that allows to check the tools are:

• 3.1 and 3.2 of section HE0; 3.1.1.3, 3.1.1.4, 3.1.2 and 3.1.3.3 of section HE1;
• 3.1 of section HE4;
• 3.1 of section HE5.

All other DB-HE requirements must be verified by other procedures.

The program generates the Building Energy Certification report in PDF and XML format, with the necessary information for registration.

This version of the tool allows the import of files from previous versions, requiring in some cases the verification or updating of existing data, or the incorporation of new data.

For those works for which a municipal works license is requested before the date of compulsory application of Royal Decree 732/2019, both this new version of the DB-HE and the previous version can be applied. of the document (version 1.0.1564.1124 dated March 3, 2017) to perform checks according to each version of the DB-HE.

In accordance with the Information Note on Procedure for the Certification of Energy Efficiency , from January 14, 2016, only the certificates of energy efficiency made with version 20.151.113 (0.9.1431.1016) will be admitted by the registers of the Autonomous Communities. of the LIDER-CALENER Unified tool (HULC) or later. Also, from January 14, 2016, CTE verifications must be done with version 0.9.1431.1016 or later of the Unified Tool, in accordance with this Information Note on the factors of conversion of final energy to primary .

The new version of the tool supports the digital files generated by the old versions of the programs, requiring in some cases the updating of data as explained in the tool manual.

The Lider Calener Unified tool includes the unification on a single platform of the previous official general programs used for the assessment of energy demand and energy consumption and of the General Procedures for the Energy Certification of Buildings (LIDER-CALENER), as well as the necessary changes for the convergence of energy certification with the Basic Energy Saving Document (DB-HE) of the Technical Building Code (CTE) and the Regulation of Thermal Installations of Buildings (RITE), both updated in 2013.

This computer tool allows the verification, in accordance with DB-HE 2013, of the requirements 2.2.1 of section HE0, 2.2.1.1 and point 2 of section 2.2.2.1 of section HE1. It also allows the verification of section 2.2.2 of section HE0 to be verified, as established by the DB-HE, according to the basic procedure for the energy certification of buildings . Other requirements of sections HE0 and HE1 that are applicable must be verified by other means.

Since version 20151113 (0.9.1431.1016), the tool generates the report in official format for the Energy Certification of Buildings, as well as a digital file in XML format, which contains all the data of the certificate and which is must provide at the time of registration. The online application Visor CTE_XML facilitates the use of energy assessment reports in electronic format, for verification, viewing and editing and allows, among other things, to issue pdf files with embedded xml, incorporate improvement measures from of additional files in XML format (or PDF + XML), incorporate the report justifying unique solutions and issue an additional energy efficiency report focused on DB-HE performance and design.
