Changes in the management of the visa service

As a result of the approval of the Omnibus Law (25/2009) in force since December 27, 2009, the Free Exercise Committee and the Board of Governors have the duty to carry out a series of measures that modify the Management of the visa service to safeguard the interests of the whole group that is dedicated to the profession of free exercise.

These new initial measures unanimously agree the Free Exercise Commission and in an urgent way that will be applicable as of March 1, 2010 .

The main concern of the Omnibus law is that it designates in its article 13 section 2 that:

"2. The purpose of the visa is to verify, at least:

a) The identity and professional qualification of the author of the work, using for that purpose the records of collegiate ones provided in article 10.2.

b) Correction and formal integrity of the professional work documentation in accordance with the regulations applicable to the work in question. In any case, the visa will express clearly what is its purpose, detailing what ends are subject to control and will inform about the responsibility that, in accordance with the provisions of the next section, assumes the College. In no case shall it comprise the fees or other contractual conditions, the determination of which is subject to free agreement between the parties, nor will it include the technical control of the optional elements of professional work. "

and also in its article 13 section 3 that:

"3. In the case of damages derived from a professional work that has been approved by the College, in which the author is responsible, the College will respond in the alternative to the damages that have its origin in defects that should have been highlighted by him College to visa professional work, and that are directly related to the elements that have been viewed in that particular job. "

The measures initially taken that affect sections 2 and 3 are the following:

1. It will be necessary to justify annually that it is up to date with the payment of Insurance of Professional Civil Liability (ARCP).

2. It will be necessary to justify monthly that you are up to date with payment of:

- TC2 (wage earner)

- Received RETA (self-employed)

- Received from MUPITI ALTERNATIVA AL RETA

3. All visas must be reviewed by the CETIT before obtaining a visa for this reason the works of Tower Cranes and Vehicle Characteristics Certificates are deleted, which at the service of the telematic visa was made the revision to later obtain the visa to streamline the procedure.

4. A CETIT Model VISA Certificate must be attached to the Technical Secretary who will have each job requested to visa; For this reason, telematic visas will be validated in a minimum time of 24 hours and a maximum of 48 hours to be able to assume the responsibility of CETIT.
