CETIT participated in the meeting of the energy poverty table of Tarragona and Reus held on Thursday, September 27 at the Mas Iglesias in the Baix Camp capital . From the data presented by the City councils of Tarragona and Reus in the plenary of the table of energy poverty of Tarragona and Reus, it is concluded that with the recent changes in the state regulations, continue the difficulties of access to the social Bo on the invoice of The light, although now more families can benefit. The meeting was attended by around forty people, including political representatives and technicians from the two city councils and the Generalitat, members of entities working in this area of the two cities and representatives of the energy and water supply companies. The previous meeting was held last year at the Palacio de Congresos de Tarragona.

19.7% of the total emergency aid of 2017 has been used to cover the needs of energy poverty. Despite the implementation of Law 24/2015, the impact has not been significant, since in 2016 and 2017 the number of aid for this concept has been maintained.

With regard to the entry into force of the new state regulations on Social Law, it is still unrewardable to assess how it will affect vulnerable people or families, given that there is no knowledge of the resource. However, it is found that 80% of families that have not fulfilled the requirements have requested it and 17% of the families that enjoyed the previous social bonus are pending to request the renewal.

Yes, a greater involvement of supply companies in terms of energy poverty is valued, but there is still some development such as a guarantee fund. It is also found that when this social responsibility exists, as in the case of the Municipal Water Company of Tarragona, through its Social Fund, it has a direct impact on responding to the need for the most vulnerable families.

Conclusions of the City Council of Reus
69% of the people arriving at the Reus Technical Advisory Point (PAE) with the right to the Social Good in Reus do not have it requested.

Specifically, of the 553 people advised by the PAE of the City Council of Reus, 485 (88%) have the right to Social Bo Social, according to the new regulations. In spite of this 337 (69%) had not requested it. These data show that although more people have the right to Social Bo according to the recent changes in the state regulations, the difficulties still remain when it comes to obtaining this benefit that reduces the final cost of 25% or 40% amount of the invoice, based on the requirements that each family fulfills.

These data, in line with what was already established in the previous year, once again focus on the need to continue the advice so that the invoice of each family adjusts to the fair price. For this reason, we also need to go deeply into the mechanisms of coordination between companies and the various public administrations involved.

The Tarragona Energy Board of Tarragona and Reus is a space for planning, coordination, interventions, analysis, debate, search for alternatives and proposals for solutions that guarantee access to the energy consumption of vulnerable families. From this entity, Tarragona and Reus municipalities work together on the subject of energy poverty and have a close connection with the Generalitat's Government Board.
